As long as one side is static, and the other side is dynamic, you can still get a VPN working, as long as the dynamic side is initiating the VPN. You would specify a local-id on the static side, and on the dynamic side, you specify the peer-id as the local-id that was defined on the static side. You also have to configure this with Aggressive mode.
